% with Work-limiting Long-Term Ill-Health
Rates are used to define comparative statistics that can be
mapped and graphed.
For example, our occupational information includes counts
of the number of workers in employment and out of employment,
as well as the total number of workers.
We then define a measure called the 'Unemployment Rate',
which uses the number out of work rather than the number
in work, and expresses it as a percentage of the total,
rather than a rate per thousand.
The descriptive text in the system is defined mainly
for rates.

A work-limiting health condition is a long-term health condition that limits the kind
and/or amount of work an individual can do.
The question about whether a health conditions limits the kind and/or amount of work
that can be done is asked regardless of whether an individual is employed or not.
A long-term health condition is one that has lasted, or is expected to last, for 12 months or longer.
This rate presents the number of people aged 16-64 years with a work-limiting health condition
as a percentage of all aged 16-64.
