In 1870-72, John Marius Wilson's Imperial Gazetteer of England and Wales described Powder like this:

POWDER, a hundred in the centre of Cornwall; formerly cut into two divisions, E and W; now cut intothree divisions, E, W, and Tywardreath: and containing St. Austell parish, and 37 other parishes. Acres, 143, 782. Pop. in 1851, 58, 261; in 1861, 60,024. Houses, 12, 296.
